Summary of the situation in Bokkos

Bokkos LGA is located in the central part of Plateau State with a projected population of 264, 100 people. For over 10 years, Bokkos LGA has been plagued by sustained killings, resulting in the death of hundreds of people and the destruction of houses and farmlands, leaving a trail of devastation and despair in its wake as many have forcefully left their ancestral land to leave as IDPs in neighboring communities. The sustained attacks on Bokkos over the past decade have had far-reaching implications on farmers as they are unable to tend to their crops, herders fear venturing into the fields with their livestock, and market traders struggle to make ends meet in an atmosphere of fear and insecurity. Proficient agricultural experts to revive and bring to stability the once-thriving economy of Bokkos will be of utmost importance.

Specific Responsibilities:

  • Leading in the implementation of Agricultural Project Activities in local communities with strong emphasis on female involvement.
  • Lead the organization of meeting with community leaders, IDPs and Host households, in farmer’s mobilization and organization.
  • Assist the program manager in the selection of all program participants and the implementation of the MEAL System.
  • Act as a link between the project staff and the targeted communities in Project Operational areas.
  • Lead Seed & Tool Fair Organization.
  • Lead farmers training and monitor the practical application of the knowledge, skills and techniques acquired and adapted by farmers.
  • Report on farmer’s performance and improvement in crops and vegetable husbandry.
  • Report weekly and monthly on project progress to the program manager.
  • Any duties as required by Program manager.

Qualifications:

  • Bachelor’s degree in agriculture
  • At least 3-year experience in the implementation of similar agricultural projects.
  • Demonstrated skills in working with farmers group.
  • Demonstrated skills in basic farm management.
  • Basic Agriculture Extension skills.
  • Ability to mobilize Community groups, in particular IDPs.
  • Experience working with IDPs and vulnerable communities.
  • Demonstrated ability to work in partnership with various actors.
  • Excellent written and oral communication skills in English.
  • Willingness to travel frequently and work in insecure and physically and mentally challenging environment.

The project is funded by LDSC and will target the most vulnerable conflict-affected individuals in the areas of water sanitation and hygiene, agriculture, and shelter. We are looking to fill the position of WASH Officer, which will report to the JDPC program coordinator and have a technical reporting line to the CRS infrastructure and hygiene Promotion program managers.

  • The WASH Officer will provide technical assistance to the Infrastructure/Hygiene Promotion Program Manager with all elements of WASH programming not limited to planning, designing, development, implementation, monitoring, and evaluation. The WASH Infrastructure Officer will:
  • Take the lead in identifying community water and sanitation requirements, including conducting needs assessments, and contributing to technical water and sanitation solutions.
  • Supervise field-level WASH infrastructure works related to the project e.g., supervision of contractors, suppliers, Partner staff, local artisans, and construction supervisors.
  • Provide oversight of all construction administration activities for WASH Infrastructure and provide certification reports for final completion and to initiate liquidations.
  • Contribute to the development of Bills of Quantities (BoQs), technical drawings, and tender documents.
  • The WASH officer under the supervision of the JDPC Program Coordinator, will oversee the drafting of technical specifications, which will include the drafting of technical documentation, designs, and drawings, as well as technical bills of engineering measurement and evaluation for all water and sanitation activities under the emergency program.
  • Work closely with construction supervisors providing technical expertise related to the planned infrastructure works to be carried for WASH, including but not limited to construction best practices and construction administration, water quality testing and treatment, and technical assessments.
  • Support construction supervisors to utilize simple infrastructure monitoring tools and supervision of local artisans. (e.g., checklists).
  • Support in trainings for ‘Community WASH Focal Points’ on WASH infrastructure monitoring, operations, and maintenance.
  • Review and highlight opportunities for Protection, safeguarding and Gender mainstreaming in the proposed sector activities and follow up to ensure, protection principles are integrated during activity design and implementation.
  • Help the Hygiene Promotion Team in planning and implementing needs assessments, baseline studies and conduct hygiene promotion sessions.
  • Plan all field activities in communities that reduces WASH-related health risks by training and supervising Community Mobilizers.
  • Under the technical supervision of the WASH Project Officer, launch community led cleaning campaigns and identify waste collection and disposal points.
  • Set up monitoring systems for Community Mobilizers for daily inspection of community latrines, drainages, and solid waste collection points.
  • Support Community Mobilisers to conduct public Hygiene Promotion sessions a week in each neighborhood or village.
  • Support community mobilisers to conduct Hygiene Promotion sessions once a week with children, plan child to child hygiene sessions and organize events every two weeks with children to raise hygiene and heath awareness.
  • Carry out mobilization of key community stakeholders including protection committee, youths, women, men and host communities to participate in community awareness events/meetings.
  • Liaise with community leaders and other sectors and agencies working locally to coordinate within the WASH sector and between sectors such as health, nutrition, and shelter.
  • Support NFI registration and distribution, including OSM and PDM activities.
  • Ensure that all WASH data within the staff’s portfolio of sites is well managed and provides an accurate representation of the reality on the ground.

Reporting

  • Compile and submit timely weekly activity reports and monthly progress reports
  • Advise management about issues affecting project implementation, or key local issues affecting future project developments.
  • Complete additional reports as needed.

Basic Qualifications (BQs)

  • Conduct Technical need assessment for shelter rehabilitation.
  • Develop technical bills of Quantities for shelter rehabilitation.
  • Assessment on site. Village assessment; identify needs and resources, shelter type, data on returnees/ IDPs.
  • Identify Vulnerable families leaving in rent apart and identify the landlord of the identified families.
  • Follow up to understand cost of rent for each identified vulnerable families leaving in rented apartments.
  • Beneficiary selection. Identify vulnerable families eligible for shelter assistance according to established selection criteria.
  • Delivery on site. Shelter package according to the plan and on time clearance.
  • Provision and completion of all field related forms, contracts and retain in profile.
  • Responsible for quality maintenance of shelter and latrine in target area.
  • Remain updated on technical and legal considerations (national lows, standards, and codes).
  • Coordinate the material loading, transportation, and delivery with logistic and warehouse assistant.
  • Monitoring to ensure that: All program data are accurately collected and reported.
  • The quality and quantity of construction material is distributed to the project participant’s families, Is correct and according to the delivery plan.
  • The shelter rehabilitation up to completion and occupancy respects the activity plan and deadlines.
  • Monitor shelter rehabilitation activities within the agreed timeframe.
  • Participate in field missions, shelter activities monitoring, and technical assistance to project participant.
  • Maintain shelter beneficiaries’ documentation both on field and office levels and on its profiles.
  • Beneficiaries and community workers training regarding shelter.
  • Document and Report stage of completed shelter rehabilitation works to CRS infrastructure program manager.

  • Create, train, and organize WASHCOM Environmental Cleaning Committees and Water Management Committees (ECCs, & WMCs) together with WASH officer monitoring Latrine and water infrastructures.

  • Monitoring of community latrines, drainages, and solid waste collection points.
  • Conduct public Hygiene Promotion sessions a week in each neighbourhood or village.
  • Conduct once a week Hygiene Promotion session with children, plan child to child hygiene sessions and organize events every two weeks with children to raise hygiene and heath awareness.
  • Distribute Aqua tabs or local equivalent and train HH and Community Members in its use and monitor residual chlorine in HH water storages.
  • Train beneficiaries on how to prepare and use ORS during cholera outbreak.
  • Coordinate on a weekly basis with the Water, Sanitation and Shelter teams and ensure that if any infrastructure repairs, upgrade are needed these are communicated accordingly.
  • Carry out mobilization of key community stakeholders including protection committee, youths, women, men, and host communities to participate in community awareness events/meetings.
  • Liaise with community leaders and other sectors and agencies working locally to coordinate within the WASH sector and between sectors such as health, nutrition, and shelter.
  • Collect activities data and prepare regular activity reports and submit as requested by JDPC contact person.
  • Support WASH NFIs distributions including E-Voucher.
  • Verification of distribution events.
  • Any other responsibility that might be assign to you by your supervisor.

  • Conduct regular monitoring of project implementation and report on challenges for timely action.
  • Mobilize monitor the roll out of trainings with farmers and ensure attendance registers are completed and submitted to Agric Officers on time.
  • Identify beneficiaries to host demonstration activities on demo farms.
  • Farm monitoring and on the field support to farmers.
  • Support the MEAL and project team in card distribution for project beneficiaries.
  • Ensure that feedback from beneficiaries on project implementation is regularly documented, shared, and addressed through the appropriate channel.
  • Any other task assigned by AO.

Qualifications:

  • Completed secondary school, additional qualification is a plus.
  • Must be from and based in the project site.
  • Any experience with NGO is an added advantage.
  • Demonstrated experience in data collection.
  • Proven experience in group discussions and other participatory methods.
  • Demonstrated commitment to gender responsive programming.
  • Ability to speak local languages.
  • Team-oriented and strong interpersonal skills.

Project Implementation

  • Work with Project Officer -Shelter to develop detailed, site-specific work plan to ensure adequate technical oversight of WASH and Shelter interventions at the field-level.
  • Carry out field-level infrastructure technical assessments and data collection as required.
  • Supervise field-level Shelter and WASH infrastructure works related to the project (e.g., supervision of contractors, skilled and unskilled labor, and suppliers).
  • Conduct daily supervision of CRS/JDPC Infrastructure and provide weekly reports to Project Officer -Shelter Officer.
  • Coordinate the quality component of the sites that are being supervised in collaboration with community mobilizers.
  • Support the Project Officer -WASH in the training of community-based water management committees.
  • Promote appropriate health, safety, and environment (HSE) construction practices by regular review of project site initiatives and monitor compliance by contractors and service providers.
  • Maintain a daily time sheets of work attendance in line with progress of work.
  • Contribute to the development of Scope of work, Bills of Quantities (BoQs), and technical drawings for shelter and WASH.

Capacity Building

  • Work closely with Latrine Cleaning Committees and Water Management committees to provide technical expertise (e.g., mentoring, monitoring, water quality, construction, assessments) related to the planned infrastructure works carried out at each site.
  • Support in trainings for community Infrastructure committees on WASH infrastructure monitoring, operations, and maintenance.

Security management responsibilities:

  • Abide by the security procedures and policies and report any breaches.
  • Participate in personal safety training as required.
  • Perform other relevant tasks as assigned.

Typical Background, Education Experience & Requirements:

  • Minimum of Trade test or National Diploma in civil engineering Technology, Building Technology, Hydrology, Architecture, or related fields.
  • Must have at least 1 year experience in field-level infrastructure project supervision, or construction management, with a balanced awareness of how to effectively manage contractors’ performance.
  • Knowledge of water supply, sanitation, and shelter construction standards.
  • Good verbal and written communication skills.

Preferred Requirements

  • Previous experience of work in the humanitarian sector.
  • Proficient in MS Office applications and design software (AutoCAD) is an asset.
  • Good knowledge of the intervention area/s and local economy.
  • Effective inter-personal skills, consensus-building.
  • Planning and organization skills and analytical approach.

Context/ Specific skills, knowledge, and experience:

  • High school Diploma related to public health.
  • At least two years of practical experience in relevant community development, health, WASH, or similar programs with demonstrated experience in a Gender, Protection or Community Mobilizer role, preferably with an international NGO.
  • Excellent communication skills.
  • Excellent computer skills.
  • Understanding of local language commonly spoken and local context in Bokkos LGA of Plateau state.

Required Travel: 100% community-based Position.
